Pay a parking fine
We provide free parking in all of our car parks but parking restrictions are necessary to ensure turnover, to keep traffic flowing and allow people to park safely. Our civil enforcement officers do monitor all West Oxfordshire District Council owned car parks.
Penalty charge notices are £50 or £70 for more serious contraventions. If you pay within 14 days the charge is reduced by 50%. Any extra funds raised from penalty notices will be spent on local road and traffic management.

You will need the Penalty Charge Notice number and your registration.

- Calling our automated payment service on 0333 121 5555 with your debit or credit card details
- By post, cheques and postal orders are payable to 'West Oxfordshire District Council'. Please write the penalty charge notice number or your vehicle registration number on the back and send to: West Oxfordshire District Council, 3 Welch Way, Witney, OX28 6JH
If you wish to appeal against a penalty charge notice, do not pay as the charge will be put on hold until your appeal has been responded to.
If you ignore the penalty charge
If no payment or informal challenge is received, the cost of the unpaid penalty charge notice will double to the full amount on the ticket. If the penalty charge is completely ignored another 50% will be added and the debt registered with the Traffic Enforcement Centre. At this stage there are limited appeal rights.
If the penalty charge is still unpaid then we may appoint bailiffs to deal with the matter. However, this is a very last resort and at every stage in the process the motorist should act, either by paying or appealing.
